Metier Peoples is pleased to be working with a District Council in the Nottinghamshire region in their search for a Principal Accountant – Capital and Treasury.  This is a great opportunity for someone looking for their next progression to build upon their local authority capital and treasury experience in a hybrid working environment (one day a week in office preferred).

Role Objectives:

  • To provide a professional financial service to management to support the delivery of strategic objectives, service functions and statutory financial requirements.

  • To deliver key financial activities as allocated by the Financial Services Manager.

  • To be responsible for capital appraisal and accounting, and treasury and insurance activities

Key tasks and responsibilities:

  • To undertake work directed by the Financial Services Manager to aid corporate financial planning.  Primarily this role will concentrate on the Capital Strategy and the Treasury Management Strategy but will also impact upon others such as the Medium-Term Financial Strategy, 30 year Housing Revenue Account Business Plan etc.

  • Plan processes to facilitate capital project requests and appraisal for consideration by senior management (Gateway Process).

  • Undertake robust financial modelling and option appraisals for complex capital proposals.

  • Preparation of the 5 year Capital Programme and draft report to Members and management.

  • Prepare, report and present monthly capital finance forecasting and monitoring reports including written commentary within agreed timescales.

  • Complete Government Returns relating to Capital and Treasury Management.

  • Prepare/update and report the Treasury Management Strategy, policies and associated reports to meet corporate and statutory requirements under the direction of the Financial Services Manager.  Provide technical treasury advice.

  • Develop and maintain a detailed and accurate short /long term cashflow and forecasting model to aid discussions and decisions with the Financial Services Manager /Corporate Resources Director.

  • Oversee the day-to-day money management activities in accordance corporate policies and strategies including the bank reconciliation process ensuring timely and accurate completion.

  • Oversee the insurance function for the Council including procurement of brokers/insurers, claim administration, adequacy of self-insurance fund, provisions & reserves and regular reporting.  Also be the key contact for external organisations supporting the insurance function.

  • To provide a full financial service to those directorates allocated to the post holder and brief the Financial Services Manager on issues as and when they arise.  This will include capital budget setting through to final accounts.

  • To manage and maintain financial and other systems as allocated by the Financial Services Manager and to recommend and implement improvements.  This will include but not be limited to the Asset Register database.

  • To effectively manage employees assigned to the post holder including the personal development and performance of each individual in accordance with corporate protocols and practices.

  • To lead or attend corporate working groups and meetings involving partners and other external bodies.

  • Contribute to the development, implementation and review of the section’s business plan, and to ensure that performance targets are achieved.

  • To promote best financial practice throughout the authority and ensure that it complies with the Council’s Constitution and professional standards.

Knowledge:

  • Detailed knowledge of operation of main accounting systems and their interaction

  • Detailed knowledge of current legislation (and IFRS’s) and proposals governing local authority capital accounting and treasury management.

  • Business Planning and budgeting, treasury management and Insurance

  • Organisational Performance management

  • Local Government political framework and processes

Experience:

  • Working in a finance and accounting role in a complex diverse organisation

  • Undertaking financial modelling and option appraisal of major capital projects (>£1m)

  • Development and implementation of capital strategy and experience of capital financial planning and budgeting, production of statement of accounts, monitoring and review

  • Treasury and cash flow strategy & management

  • Managing and developing staff

Qualifications

  • CCAB or CIMA qualified accountant or Accountant qualified by experience (must be minimum AAT qualified and have significant finance and accountancy experience at a senior level)
